Mwanakwetu met with several colleagues—records managers and office executive officers from various institutions—and began joking with them:
“Guys, we are preparing to remove your milk allowance, because now we have moved from analogue systems to digital systems.”
They all laughed loudly.
One of them responded jokingly
:
“Is this like the biblical story of the farmer with one talent? Let’s not go
that far—there is still dust, and milk is still needed!”
One colleague said:
“Records management and digital development is an important topic that involves how information is stored, managed, and used through modern technology.Records management is the process of collecting, storing, and organizing information so that it can be used later. Records can include documents (paper), data, images, audio, video, or digital files (on computers or phones).”
He continued by explaining that the work still exists. Even though in the past records were stored in physical files, today they are stored in computers. Therefore, the use of technology cannot eliminate the importance of this work—or the milk allowance!
His colleagues laughed even harder and added:
“The importance of records management includes helping to track progress (such as income and expenditure), serving as a reference for decision-making, promoting transparency and accountability, assisting in future planning, and facilitating communication and information sharing.”
Another colleague, an office executive officer, said:
“Digital development refers to the use of technology such as computers, the internet, and mobile phones to improve various activities like communication, education, business, agriculture, livestock keeping, fishing, and social services. Technology has made work easier, faster, and more efficient.”
Finally, Ms. Ester Musa Mwangaza, also an office executive officer, added:
“Digital development has greatly transformed how records are managed. Today, records are stored in computers or the cloud instead of paper. It is easier to search for and retrieve information quickly, reduces the risk of loss or damage, and allows access to information anytime and anywhere.”
Afterward, Mwanakwetu said goodbye to his colleagues and went on to write this article.

The benefits of using digital systems in records management include saving time and costs, improving information security, simplifying data analysis, and enhancing decision-making and planning.
In general, records management is the foundation of any development. Digital advancement has greatly improved how records are stored and used. Together, they enhance efficiency, transparency, and development in society and institutions.
Mwanakwetu now tells his fellow records managers and office executive officers that he has realized the milk allowance cannot be removed. He has therefore abandoned his plan to advise his relative, the Permanent Secretary in the President’s Office—Public Service Management and Good Governance, Mr. Juma Seleiman Mkomi, to remove the allowance, because there is still a lot of work to be done.
