The Permanent Secretary in the Ministry of Community Development, Gender, Women and Special Groups, Mr. Eliakim Chacha Maswi, has called on public servants to continuously advance their professional qualifications so that when institutional changes and development opportunities arise, they will possess the necessary credentials to earn promotions and assume leadership positions.
Speaking on June 5, 2026, at Buhare Community Development College in Mara Region, Mr. Maswi said:
“I have been informed that you are about to move to a higher level, merge with Tengeru, and introduce a Bachelor's Degree Programme in Community Development. These are all positive developments. I urge you to work hard to improve yourselves so that you attain the required qualifications. It should not happen that we establish a degree programme and all the opportunities are filled only by newly recruited staff. You too should develop yourselves so that you can benefit from these opportunities.”
Mr. Maswi stated that his visit to Buhare Community Development College, which has been in existence for 60 years, was aimed at recognizing its significant contribution to producing skilled professionals in Tanzania and enhancing citizens’ well-being in line with the objectives of the National Development Vision 2050.
Earlier, during an internal meeting with the college leadership, Mr. Maswi donated TZS 10 million for the repair of the college vehicle used to transport sick students to hospital during emergencies after it was discovered to be faulty.
On his part, the Acting Mara Regional Administrative Secretary, Mr. Humphrey Kong’oke, thanked Permanent Secretary Maswi for visiting the region. He noted that Mara Region benefits greatly from the presence of Buhare Community Development College, which admits nearly 1,000 students annually from different parts of Tanzania and neighboring countries.
Earlier, while presenting the college report, the Principal of Buhare Community Development College, Mr. Pascal Joseph Mahinyila, said:
“Our college faces several challenges, including inadequate infrastructure. The number of applicants seeking admission is far greater than our capacity to accommodate them. The most pressing challenges are the shortage of student hostels and classrooms.”
During the visit, the Acting Mara Regional Administrative Secretary was accompanied by the Acting Mara Regional Medical Officer, Mr. Stanley Kajuna; the Acting Head of the Community Development Unit and Regional Youth Officer, Mr. Fidel Balaghaye; Community Development Officer Ms. Upendo Kiswaga; Social Welfare Officer Ms. Elizabeth Mahinya; and Social Welfare Officer Ms. Sofia Kiwanga.
While the event was taking place, the weather in Musoma Municipality was 28°C, with humidity at 60 percent, a 55 percent chance of rain, and winds blowing at a speed of 10 kilometers per hour.
